There are not enough reading tests standardized on adults who have very low literacy skills, and therefore tests standardized on children are frequently administered. This study addressed the complexities and problems of using a test normed on children to measure the reading comprehension skills of adults who read at approximately third through fifth grade reading grade equivalency levels. Results indicated that educators and researchers should be very cautious when interpreting test results of adults who have difficulty reading when children's norm-referenced tests are administered.

The impact of these assessments has grown as policy makers and other stakeholders have increasingly come to understand the critical role that foundational skills play in allowing individuals to maintain and enhance their ability to meet changing work conditions and societal demands.
For example, the International Adult Literacy Survey IALS defines literacy in terms of proficiency levels of the use of information to function in society and in the economy. In IALS literacy is measured operationally in terms of the three domains: prose literacy, document literacy and quantitative literacy. Dramatically, however, according to the report, in all the countries and regions surveyed, at least one of every four adults fails to reach minimum literacy levels for coping with everyday life and work in advanced societies.
